JOB SUMMARY

CEN, through The University of Connecticut (UConn) Information Technology Services (ITS), has an amazing opportunity for Information Security (IS) professionals to join a fast-paced team providing information and cyber security services to our members in CT. Incumbents will manage and enhance CEN’s security infrastructure, customer service offerings, provide “DevSecOps” type support leveraging automation and self-service capabilities, develop API integrations for security tools, and generally advance the security of, and visibility into the network.

This posting is intended to provide support for CEN’s internal needs and externally customer facing managed security services. Those needs may include, though are not limited to: SIM/SIEM/SOAR management, Identity Access Management (IAM), MFA/2FA, Vulnerability Management, Endpoint Protection, Application Security, Firewalls, VPN, and IDS/IPS, load balancing, DDoS mitigation, web content filtering, penetration testing, security architecture, and other related Information Security disciplines.

The successful candidate will bring various levels of experience, support, and knowledge of specific network and information security (IS) methodologies, practices, processes, and software packages and a conceptual understanding of other IS security procedures and/or policies.

SALARY

Information Security Engineer 1, (Information Security Analyst 1, P4): $64,405 - $83,727

Information Security Engineer 2, (Information Security Analyst 2, P6): $80,790 - $105,027

Information Security Engineer 3, (Information Security Analyst 3, P7): $90,485 - $117,630

DUTIES AND RESPONSIBILITIES

Security Engineer 1

  1. Administer and use security tools to identify, investigate, and mitigate threats to the environment.
  2. Proactively analyze network traffic, system logs, to identify threats, intrusions, and/or compromises.
  3. Aids in analysis of security incidents to help determine root cause and prevent future occurrences.
  4. Triage and respond to service requests from customers and/or internal teams.
  5. Maintain awareness of potential and developing threats across industry and in general.
  6. Participate in Incident response activities as required for cyber security incidents.
  7. Maintain appropriate documentation and diagrams of infrastructure and security systems.
  8. Reports on security metrics to proactively monitor threats and provide trend data for reporting.
  9. Promote security awareness to improve and ensure system security and best practices.
  10. Interact with customers, forge relationships, and contribute to the development of the community.
  11. Expected travel may be 20% for on-site support, community/customer interactions, and/or vendors.
  12. May directly collaborate with UConn ISO staff as needed.
  13. May participate in on-call rotation, after-hour changes, and after-hour escalations as needed.
  14. Performs related work as required.

Security Engineer 2 (additional responsibilities inclusive of Engineer 1)

  1. Develop and support CEN’s security infrastructure including but not limited to firewalls, DDoS mitigation system, filtering, load balancers, logging, SIEM, and identity access management.
  2. Host workshops, training, and/or events and mentor technical staff on security best practices and recommend training programs to encourage cross-team competency.
  3. Research, recommend, implement, and support security tools and counter measures to reflect the evolving security terrain and trends; perform manual penetration testing and reports as needed.
  4. Draft scripts or deploy programs to assist with automation, provisioning, and/or telemetry, and to ensure integrity of resources to dependent systems.
  5. Produce and maintain detailed engineering plans, operating procedures, diagrams, models, and standards as they relate to network security design, deployment, and operations.

Security Engineer 3 (additional responsibilities inclusive of Engineer 2)

  1. May serve as the senior technical resource and final escalation point for all things infosec related.
  2. Assist in negotiations with vendors and/or subcontractors.
  3. Operate autonomously with general direction and limited supervision.
  4. Lead major projects / initiatives related to information and network security.
  5. Integrate data for use between various applications.
  6. Identify gaps and implement solutions to align with best practices.
  7. Creates custom code to facilitate data gathering / sharing across applications.

RELATED SKILLS AND COMPETENCIES

  • Problem Solving: Demonstrates sound analytic and diagnostic skills dealing with issues that are loosely defined and/or where information is available but must be further manipulated.   • Physical Demands: This position involves extended periods of sitting and the extensive use of computers and office equipment. May involve stooping, kneeling, crouching and/or working on step ladders. Involves close vision, color vision, depth perception, and focus adjustment. Must be able to lift 35 lbs. to shoulder height.

MINIMUM QUALIFICATIONS

Security Engineer 1

  1. Must be a US Citizen.
  2. Bachelor’s Degree (BD) and 2 years related experience OR Associate’s Degree (AD) and 4 years related experience (IT/Security).
  3. Demonstrated understanding of network architecture, including protocols, components, and security principles.
  4.  Proven familiarity with firewall platforms, IDS/IPS, and endpoint protection tools.
  5. Experience working in a customer-facing environment and responding to service requests.

Security Engineer 2 (inclusive of Security Engineer 1)

  1. BD + 3 years' experience OR AD + 5 years of experience OR 7 years related experience (IT/Security), with One to three years of experience working in an information security role or supporting an information security program.
  2. Experience with managing and configuring firewall platforms (e.g., Fortinet, Palo Alto, Cisco).
  3. Experience with network flow data (i.e., NetFlow, sFlow, IPFIX) or related forms of flow records and session summary data.
  4. Demonstrated understanding of diagnostic and troubleshooting tools, such as the ability to perform detailed analysis on packet capture data; SIM/SIEM log analysis and diagnosis.
  5. Proven ability to write and maintain scripts.

Security Engineer 3 (inclusive of Security Engineer 2)

  1. BD + 4 years' experience OR AD + 6 years' experience OR 8 years’ related experience (IT/Security), with three to five years of experience working in an information security role or supporting an information security program.
  2. Experience with firewall architecture, zero trust models, and network access control.
  3. Experience in a service provider or MSSP environment.
  4. Experience designing and implementing multi-tenant MSS platforms, including customer isolation, policy templating, and centralized management.

PREFERRED QUALIFICATIONS

Security Engineer 1

  1. Bachelor’s degree or higher in a Science, Technology, Engineering, Math (STEM) field.
  2. Experience in firewall administration, configuration and management (e.g., Fortinet, Palo Alto, Cisco ASA).
  3. Proven exposure to SIEM/SOAR platforms in a SOC or MSSP environment.

Security Engineer 2 (in addition to Security Engineer 1)

  1. Master’s degree and 1 year of direct experience in a large enterprise or service provider environment.
  2. One or more technical certifications such as Cisco CyberOps, CCNP Security, Fortinet NSE, Palo PCNSA or better.
  3. Demonstrated understanding of computer security concepts including Identity & Access Management, Network Security, Application Security, and Incident Management.
  4. Experience leveraging IP routing protocols such as BGP, OSPF, and/or ISIS.
  5. Working knowledge of network security concepts and technologies, including but not limited to firewalls, IDS / IPS, proxy servers, access control systems, and web application firewalls.
  6. Demonstrated understanding of a wide array of enterprise applications/services including DNS (Domain Name System), SMTP, IIS, Apache, LDAP, SQL, RADIUS, TACACS, etc.

Security Engineer 3 (in addition to Security Engineer 2)

  1. Master’s Degree and 2 years of direct experience in a large enterprise or service provider environment.
  2. Experience supervising and managing employee performance.
  3. CISSP, CISM, or related information security certifications.
  4. Understanding of NIST standards including NIST 800-171/172 and NIST 800-53.
  5. Experience in contract negotiations, pricing, terms, and conditions.

JOB SUMMARY

The University of Connecticut, Information Technology Services (ITS) Department, seeks a Microsoft 365 Administrator for the Email and Collaboration Team.  The Microsoft 365 Administrator will be primarily responsible for managing and implementing Data Loss Prevention (DLP) strategies within the M365 environment via Microsoft Purview and providing backup support for other Microsoft 365 services.  The successful candidate will actively engage in hands-on technical work, ensuring compliance standards and best practices are maintained.

Candidates should have a solid understanding of Microsoft 365 services, application design, and enterprise email services.  Effective communication skills and the ability to maintain collaborative relationships with technical teams and business stakeholders across the University are essential.

DUTIES AND RESPONSIBILITIES

  • Implement and maintain Data Loss Prevention (DLP) strategies to ensure compliance with university policies and security best practices.
  • Designs, architects, and administers M365 services, including Email, SharePoint, Teams, and Microsoft Purview
  • Ensure strong security posture and system reliability for critical infrastructure and services
  • Communicate with stakeholders, IT professionals and the University community regarding email services.
  • Set direction and define technologies for infrastructure, applications, automation, and integration
  • Manage team projects
  • Documentation & Policy: Create and maintain technical documentation, including standard operating procedures and security policies.
  • Collaboration: Work closely with IT colleagues, and stakeholders across different teams to meet project objectives and resolve issues.
  • Continuous Improvement: Stay informed about emerging Microsoft 365 technologies and recommend improvements for the environment.
  • Additional Duties: Perform other related tasks or projects as assigned to support the email team.

MINIMUM QUALIFICATIONS FOR THE SYSTEM ADMINISTRATOR 1 LEVEL

  • Education & Experience
    • Six (6) years of directly related IT experience, OR
    • Associate’s degree plus four (4) years of related experience, OR
    • Bachelor’s degree plus two (2) years of related experience.
  • Familiarity with Core M365 Services: General understanding of Exchange Online, Teams, SharePoint Online, and OneDrive functionality from an administrative or power-user perspective.
  • Basic Troubleshooting Skills: Able to identify and resolve common user issues (e.g., licensing issues, access problems, Teams connectivity).
  • Understanding of User & Group Management: Ability to follow procedures for managing users, groups, and permissions in M365 and Entra.

PREFERRED QUALIFICATIONS FOR THE SYSTEM ADMINISTRATOR 1 LEVEL

  • Microsoft Entra (Azure AD) Familiarity: Familiarity with user administration, role-based access control, conditional access policies, and security best practices.
  • Understanding of DLP topics such as Sensitivity Labels, Retention Policies, and Encryption
  • Navigating and performing basic tasks like license assignment, mailbox management, and Teams configuration.
  • Higher Education Experience: Previous experience in a higher education IT environment.

ADDITIONAL MINIMUM QUALIFICATIONS FOR THE SYSTEM ADMINISTRATOR 2 LEVEL

  • Education & Experience
    • Eight (8) years of directly related IT experience, OR
    • Associate’s degree plus six (6) years of related experience, OR
    • Bachelor’s degree plus four (4) years of related experience.
  • Hands-on experience administering and configuring core M365 services (Exchange Online, Teams, SharePoint Online, OneDrive), including managing mail flow, retention policies, Teams configurations, and site permissions.
  • Capable of independently diagnosing and resolving moderate to complex service or configuration issues, leveraging tools like Microsoft 365 Admin Center, Message Trace, and Azure AD logs.
  • Microsoft 365 Purview Knowledge: Administering Purview (or similar DLP solution) for Data Loss Preventions.
  • Basic PowerShell proficiency: Ability to use the CLI and string commands together to streamline M365 tasks.

ADDITIONAL PREFERRED QUALIFICATIONS FOR THE SYSTEM ADMINISTRATOR 2 LEVEL

  • Familiarity with compliance frameworks like NIST 800-53, CMMC, etc.
  • Experience working with Information Security Offices and IT policies and procedures
  • Experience with Threat explorer, EOP policies etc.
  • Experience with Compliance Management and building security score in Purview
  • Advanced PowerShell Proficiency

ADDITIONAL MINIMUM QUALIFICATIONS FOR THE SYSTEM ADMINISTRATOR 3 LEVEL

  • Education & Experience
    • Ten (10) years of directly related IT experience, OR
    • Associate’s degree plus eight (8) years of related experience, OR
    • Bachelor’s degree plus six (6) years of related experience.
  • Expert-level proficiency in planning, deploying, and optimizing M365 services across the enterprise. Able to implement advanced configurations, troubleshoot service-wide issues, support hybrid deployments, and advise on service governance and lifecycle management.
  • Leads root cause analysis of complex or systemic issues affecting M365 services. Proficient with PowerShell for diagnostic and remediation tasks and experienced in engaging Microsoft Premier Support or managing escalations.
  • Experience leading the administration and optimization of Microsoft Purview (or equivalent DLP tools), ensuring enterprise-wide data protection and compliance.

ADDITIONAL PREFERRED QUALIFICATIONS FOR THE SYSTEM ADMINISTRATOR 3 LEVEL

  • Task Coordination/Project Management: Experience managing technical tasks, assignments, or small projects with cross-functional teams.
  • Proven ability to lead cross-functional technical initiatives, manage timelines, and deliver outcomes on mid-size to large-scale projects.
  • Experience designing and implementing automated workflows to streamline business and IT operations using tools such as Power Automate, Logic Apps, or scripting.
  • Including custom DLP policies, Insider Risk Management, Information Protection, and eDiscovery.
  • Advanced experience working with Microsoft Graph APIs or other automation mechanisms for M365
  • Design scalable, secure, and compliant solutions across services.
